The Highlander that ran from 2014 to 2020 came with this four button Smart Key on the trims that had push button start, and our Toyota page is clear that the Highlander switched from a blade transponder to the Smart Key at its own point rather than in step with the Tacoma and 4Runner, so the first thing to check is whether your dash has a start button or a key slot. If it has the button, this is your fob. It carries a transponder for the immobiliser and a transmitter for the remote functions, and both halves are registered to the vehicle in one sitting. Lock, unlock, hatch and panic is the usual legend on a four button Toyota fob, and an emergency blade lives inside the body for the driver's door. This is the working fob with its electronics inside; it is not a shell. A shell is the empty plastic, bought when the board is fine but the case has cracked or the rubber has worn away, and if that describes yours we would rather transfer your board than sell you a fob you do not need.
